We visited Shikisai no Oka upon recommendation by the Biei Tourism Office. It was the prettiest out of the flower fields we visited including Tomita & Zerubu. We took the tram ride (¥500 per pax) and the views were magnificent. It was extremely crowded though and yes, a lot of tourists. They have a gift shop and some food stalls. Entrance is free. I don't mind paying for the rides as the workers there really worked hard to plant those beautiful flowers.
