The Park started in Malay fishing villages, where villagers lived in wooden shacks built on stilts. In 1819, with the British acquisition, it was designated as a living area in China. About 20 years later, it was a thriving activity center with trading companies, shopping malls and three famous Chinese temples. Another national memorial, Sakura Fukun, was also located here.
